Many things can cause a skin rash. Fungal infection, scabies (itching and small bumpy red spots), diabetes, and pretibial myxedema are a few common causes.

Olive oil applied to the affected area will moisturize and hydrate the skin. This treatment should smoothen and soothe a dry skin rash.
Aloe vera applied to small, itchy spots restores the skin by killing bacteria. Aloe vera gel also hydrates a dry skin rash.
Vitamin E has anti-inflammatory properties. Apply a Vitamin E moisturizer to soften and smooth the skin.
Oats and aloe vera gel mixed into a paste make an excellent exfoliating remedy. Mix one-half cup oats with a small amount of aloe vera gel (about 20 ml). Add some mild moisturizer or body lotion as well and apply to skin. Allow to sit for a few minutes, and then remove.
