If you want to Record your laptop or Desktop webcam using VLC Media Player, you can use the in-built feature called CAPTURE DEVICE and stream the captured video into a file. So what you’re doing is telling the VLC Player to capture your webcam feed and make it into a playable video file.
This feature is accessible from Media >> Open Capture Device option. Now in Open Capture Device, we will be using the feature called DIRECT SHOW this is will allow us to select our webcam for the Stream / Recording.

Stream and Record Webcam using VLC Media Player
STEP 1: Open up VLC player in menu Media > Open Capture Device or use the “Ctrl+C” Shortcut Key on your keyboard.
STEP 2: While you’re in the capture mode make sure to select the “Direct Show” option in the dropdown.
STEP 3: Now Choose your Device to capture. Your Webcam Device name will appear in the dropdown.
If you only wanted to record audio you can skip the Video Device name and only choose the Audio Device name option.
STEP 4: For the audio source Choose your Microphone which you want to capture the audio.
STEP 5: Click on the dropdown icon by Play, and select the STREAM.
STEP 6: Click on the Next and then Click on the Add button to move to the next step.
Click on the Add button on the right side of the File option and choose a filename and click on the Next button.
STEP 7: Now Choose your desired file format you want the video recording to be saved as H264 + MP3 (MP4) Format or the H.265 + MP3 ( MP4) file format as shown in the screenshot below.
Final Step: Now when you stream the video from your webcam it will get saved as an MP4 file. Now you Stream and save your webcam footage at the same time using the Stream option. Now the VLC will be minimized and your webcam will start the recording.
